It was only a matter of time. Two key figures in the Carolina Beach Music scene, David Hicks and Jim Quick, have teamed up to take over the Tailgate Oyster Bar, and word is the food and service are top-notch. As for the music, no surprise there—Band of Oz rocked the parking lot for a massive crowd of fans. The talented Melissa Hinson, star of O.D.
